March Financial Report Highlights Florida Economic Growth and Local Budget Outlook
The financial report for March was presented, including an overview of Florida's economic projections. Florida's GDP is projected to grow by 3.3% in FY 24-25, with stable growth thereafter. Personal income is expected to increase by 5.9% in FY 24-25, hovering around 5% for the next three years. The labor force participation rate is tracked, with a current rate of 57.6%, projected to decline until after the baby boomers reach retirement age. Population growth is significant, with 52% expected to be 60 or older by 2030. Single-family home permits are projected to decline by 9% in FY 24-25, with stabilization and modest growth in subsequent years. Existing single-family home sales are expected to turn positive this year, with growth rates of 1.7-4.4%. The median price in Florida dropped slightly below the national median in FY 24-25. The report also covered general fund revenues and expenditures, noting they are in line with budget projections despite inflationary factors. Restricted revenues, including building permit fees and impact fees, were also reviewed. Cash balances and funds reserved for debt service were presented, including monies for downtown debt service and a $2 million state loan for disaster response. A budget calendar was provided, with a workshop scheduled for June 17th, and three mill rate votes required by statute in July and September.
Bonita Springs Approves Pilot Program for Resident Beach Parking Passes
A pilot program for full-time Bonita Springs residents for beach parking passes was proposed and approved. Residents will purchase an annual pass for $60, and the city will reimburse them $50, making the effective cost $10 for the year. This program is in collaboration with Lee County, which uses a third-party processing company. The pilot program aims to start June 1st with 300 passes available. The Lee County pass includes access to all county parks, beaches, and boat ramps, specifically including beach access 1 and 10, and the Imperial Riverboat in Bonita Springs. The program will be reviewed after the pilot period. The city plans to reimburse residents at the Parks and Recreation center upon proof of residency and pass purchase. The city is exploring options with the third-party provider for next year to streamline the process.
Council Approves Demolition of Good Bread Building Amidst Preservation Debate
The city council debated and ultimately approved the demolition of the Good Bread building. Council member Fitzpatrick pulled the item from the consent agenda, expressing a conflict between preserving the building and its poor condition and the cost of restoration. She recalled fighting to save the building years ago but now acknowledges its deterioration and ineligibility for historic preservation grants after being moved. Despite calls for an evening meeting, she felt sufficient public comment had occurred. Other council members agreed the building was a shell, unsafe, and beyond economical repair, and that demolishing it was necessary. The council also discussed the city's commitment to preserving other historic buildings like the Lyles Hotel and artist cottages, emphasizing the need to be judicious with taxpayer money. The demolition permit was approved.
Council Approves First Agreement for Regional Stormwater Project Funding
The council approved funding for the first of several agreements related to the regional stormwater project. This agreement will help community associations mitigate the impact of the project on their lakes. Dr. Hersonen was noted for his diligent follow-up on these agreements. This marks the initial approval for funding to assist with stormwater impacts.
Bonita Springs High School Flag Football Team and JROTC Honored for Achievements
The Bonita Springs High School girls flag football team was honored for their perfect 19-0 undefeated season. They won the district and conference championships and reached the regional semi-finals. Coach Thomas Magcguire led the team. Several players were selected for the first annual Lee County All-Star game. The Junior Reserve Officers' Training Corps (JROTC) was also recognized for their significant contribution to the "10,000 for the Troops" holiday card campaign, collecting 12,746 cards, the highest total of any participating municipality. Lee County has the largest JROTC program in America.
