Estero Proclaims Support for American Gold Star Mothers of Southwest Florida
The Village Council passed a proclamation recognizing American Gold Star Mothers of Southwest Florida Incorporated. Estero Fire District Rezoning Moves Forward with First Reading Approval

The ordinance proposes rezoning approximately 9.5 acres located on Three Oaks Parkway from agriculture and CBD commercial plan development to CFPD community facilities plan development. This rezoning is intended to accommodate the existing fire station and allow for additional storage and parking space behind the headquarters. The ordinance will return for a second reading and final rezoning on June 3rd, 2026. The council passed the first reading with a unanimous vote.
Estero Approves Interlocal Agreement for County EMS Impact Fee Collection
The Village Council approved an interlocal agreement with Lee County for the collection of county EMS impact fees. This is described as a routine item to involve the Village of Estero in the collection process. The council recommended adopting the provided schedule of fines. A council member inquired about the typical update frequency for county impact fees, noting that Lee County's fire and EMS fees were last updated in 2018. It was explained that state mandates influence how often these fees can be updated, and an eight-year gap is considered fairly typical. The council unanimously approved the agreement.
Estero Council Reviews Proposed 5-Year Capital Improvement Program with Focus on Debt Financing and Key Projects
The Village Council reviewed the proposed Capital Improvement Program (CIP) for the 2026-2027 budget. The CIP includes projects planned for the next five years, a list of projects that cannot be addressed within that timeframe, and a comprehensive list of all past projects. The proposed plan incorporates a $12.7 million loan and $69 million in bonding for projects like BERT and the sports park, with consideration for future bond payments. It also outlines available funds in different accounts after five years, allowing for smaller projects. The presented projects are divided into categories such as roadway intersections, bike and pedestrian improvements, and parks and recreation, with specific mentions of the Sandy Lane bike/ped improvements and the BERT project receiving significant funding. The council was informed that some projects, like traffic signals in certain areas, might be funded by beneficiaries rather than the village directly, and that certain landscaping projects have been pushed back. The financial plan for BERT and the sports park is detailed, with a portion of the sports park phase two project to be completed within the five-year period. The document also clarifies that certain utility projects (UEP) and stormwater projects are grant-funded, and that UEP bonds would be repaid by residents. The council was encouraged to provide feedback on this dynamic document, which will be posted online for public review and will be considered for final adoption in October.
Estero Village Council Welcomes New Assistant Community Development Director
During the council comments section, Village Manager Steve Sarkozy introduced Michael Manning as the new Assistant Community Development Director and Assistant City Manager. Manning, who started on Monday, brings experience from St. Lucie County as Director of Innovation, Resilience, and Performance, and previous roles in Mexico Beach and Lake Wales. He holds a Master's in Public Administration and received the Rising Star Award from the State of Florida City and County Managers Association. The council welcomed him to the staff.
