Rezoning of Disc Golf Course Property for Digital Billboard Tabled
The City Council reviewed a rezoning application for approximately three acres of land at 4209 Gallatin Lane. The property, currently zoned R3 single-family dwelling district and owned by the city, is part of the Carrollton Disc Golf Course. The proposal is to rezone it to B2 Community Business District to accommodate a leased area for a digital billboard. The Planning Commission's recommendation for approval failed to meet the charter requirement of seven votes, resulting in a non-favorable recommendation (6-5 vote, 1 abstention). The city intends to continue using the property as part of the disc golf course, as B2 zoning permits public parks. The rezoning is considered compatible with surrounding industrial and commercial uses, as residential development is no longer suitable for the area. The associated bill was tabled.
Restaurant Outdoor Seating Expansion and Safety Concerns Addressed by Council
The City Council reviewed an application to amend a special use permit for outdoor seating at a restaurant located at 12207A Natural Bridge Road. The amendment seeks to expand the existing outdoor seating area by approximately 250 square feet, increasing the total capacity to 50 seats. The proposal also includes adding new ADA-compliant parking and enclosing a dumpster. The Planning Commission recommended approval with conditions, including maintaining the outdoor seating area in an orderly manner, ensuring ADA access, proper dumpster screening, and adherence to noise codes. Concerns were raised by council members regarding safety due to the proximity of the fence to the parking lot, potential overflow parking, and the need for bollards or curb stops. The applicant expressed willingness to discuss these safety measures. The associated bill was tabled.
Indoor Sports Facility Expansion, Including Liquor Sales, Recommended for Approval
The City Council heard an application to amend a special use permit for an indoor pickleball and badminton facility at 11333 Blake Drive. The amendment proposes expanding the facility by 30,000 square feet to add nine pickleball courts, a small commercial kitchen, and continue existing liquor sales. The original permit, approved in 2024, limited the facility to 80,000 square feet and 30 courts. The Planning Commission recommended approval with conditions, including maintaining a maximum of 39 courts, proper landscaping, and parking lot maintenance. A deed restriction regarding liquor sales was noted as a private matter between landowners, not a public zoning issue. Concerns about trash accumulation on the east side of the building were addressed by the applicant. The expansion is expected to host larger tournaments and accommodate a growing badminton community. The associated bill was tabled.
