Traffic and Parking Commission
Wednesday, Jun 3, 2026
Handicap Parking Approved for Summit Avenue Resident
The commission approved a handicap parking sign application for Josephina Pete Ruiz at 20 Summit Avenue. The applicant, represented by Andre Harris, explained that while they have a driveway, it is difficult for Josephina, who can only walk about 30 feet, to access it due to the incline and the distance to the house from the driveway. The house is on an incline, making it hard to push a chair up. The current driveway requires going up out of it and then up the sidewalk. There are no other handicap spots on the street. The commission accepted the application.
Highland and Maverick Intersection Proposed for Four-Way Stop Amid Traffic Pattern Review
A request for a flashing stop sign at Congress Avenue and Highland Street was discussed. Staff recommended against it, not seeing the necessity due to the odd traffic pattern where Congress is one-way from Highland in both directions. Instead, staff proposed making Highland and Maverick a four-way stop due to increased pedestrian traffic to the new Bear Park. Councilman Recupo's original request was not fully addressed by this suggestion. The commission discussed the placement and necessity of stop signs at Highland and Maverick, considering pedestrian and vehicle flow, especially with the new park.
Lafayette Avenue Speed Mitigation Request Tabled for Speed Study
A request for speed mitigation measures on Lafayette Avenue was tabled until September. The police department will conduct a speed study over the next few months to gather data for further evaluation.
Stop Signs Approved for Palmer Court as Traffic Calming Measure
The commission discussed traffic calming measures for Palmer Court, with staff suggesting the installation of stop signs on either side of the court. It was noted that the existing two-way travel on a narrow roadway helps slow speeds due to friction. The applicant, Daniel Pena, was present. A motion was made to install stop signs on both sides of Palmer Court, which was seconded and approved.
Handicap Parking Approved for Garland Street Resident
The commission approved a handicap parking space application for Thomas A. Tigs at 21 Garland Street. His daughter, Belle, explained that due to a stroke in 2024, Tom has left-side weakness and cannot walk more than 10-15 feet. Although they have a driveway, it is not fully accessible as his aunt has full access to it. Street parking has worsened, forcing them to park streets away, causing Tom severe pain. While the driveway is noted as being a good size, it is set down, and the incline makes it difficult to access. The commission approved the application.
