Planning Board Deems BI Zone Ordinance Not Inconsistent with Master Plan
The Planning Board reviewed a proposed BI zone ordinance that was introduced by the council. Their task was to determine if the ordinance was inconsistent with the master plan. David Roberts from BrightView Engineering, who authored the master plan update, provided a report and testimony. The ordinance, which incorporates many recommendations from the re-examination report, primarily differs by limiting allowable light industrial or warehouse development to low intensity and restricting it from being within 500 ft of a residential zone. This is more restrictive than the board's preferred ordinance but is considered responsive to the master plan's goals of minimizing traffic, noise, and air quality impacts on adjacent residential zones. The board ultimately voted to deem the ordinance not inconsistent with the master plan and to refer it back to the council for final reading and adoption. Notably, data centers were removed as a permitted use in the zone.
Minor Subdivision and Variances Approved for 426 Ralph Street
The Planning Board heard testimony regarding a minor subdivision and variance application for 426 Ralph Street. The applicant, AP Realy Group LLC, seeks to subdivide a 40,000 sq ft parcel (currently four tax lots) into three lots. The property is zoned R7, requiring a minimum lot size of 7500 sq ft for residential use. Two proposed lots will be 15,000 sq ft, and one will be 10,000 sq ft. An existing home will remain on one lot, with two new single-family homes proposed on the other two. Variances are requested for lot frontage (50 ft vs. 75 ft required) and effective square for the 10,000 sq ft lot. The applicant agreed to comply with all TRC and environmental commission recommendations, including providing on-site stormwater management, planting native replacement trees, and installing a sidewalk. A resident expressed concern about storm drain easements affecting subdivision. The board approved the application with conditions, including the installation of a sidewalk and compliance with all TRC and environmental report conditions.
