City Council Meeting - June 2, 2026
Tuesday, Jun 2, 2026
Council Commends Memorial Day Events, City Improvements, and Emergency Response
Council members discussed and complimented various Memorial Day activities, including services at cemeteries, the Silver Taps event, and a parade. They also acknowledged the city's improved presentation and polish over the last few years, specifically mentioning the entrance to Sycamore Trails. Recognition was given to Ryan Davis, the Parks Director, and his team for their vision and execution in enhancing city parks and organizing events. The recent minor train derailment incident was also discussed, with praise for the coordinated response of the police, fire district, and railroad personnel. A local historical museum and upcoming community events like the Star City concert series were also highlighted.
OrthoMod LLC to Receive Job Creation Tax Credit for Miamisburg Facility
The council authorized the city manager to enter into an agreement with OrthoMod LLC for a job creation refundable tax credit. OrthoMod LLC is relocating from West Carrollton to Miamisburg, purchasing a facility at 430 South Point Drive to manufacture a new FDA-approved cervical device for spinal surgery. This initiative is expected to create new jobs and retain existing employees. The agreement is a 5-year contract, providing a rebate of approximately 40% of new earnings income tax submitted to the city, with a minimum payroll requirement of $1.25 million. A clawback provision is included to recover funds if project or hiring goals are not met. The total estimated value to the company over five years is about $45,000.
Residents Raise Water Runoff Concerns Over New Development
The council discussed concerns regarding water runoff from a new development impacting adjacent properties. Residents presented documentation from 2023, including a letter to the city planner and a response, detailing issues with water volume, debris, and damage to existing infrastructure such as clay tiles and driveways. The city planner's office had previously noted that any developer would be responsible for capturing and rerouting runoff to a designated ditch. The current development's plan to route water across Union Road and through existing pipes was questioned, with a call for proper diversion to the State Road 725 ditch to prevent further property damage.
City Approves Health Insurance Renewal with Ohio Benefits Cooperative
The council approved an ordinance amending ordinance 7156 to provide for the cost of group health insurance benefits through the Ohio Benefits Cooperative (OBC) for another two years. The overall renewal for Miamisburg is a 5.44% increase in premiums, though the exact amount varies by plan. Participation in the OBC, comprised of 19 regional jurisdictions, provides greater buying power with Anthem and pharmaceutical benefits. The two-year renewal is requested by OBC to ensure plan stability. New benefits for employees are also being introduced.
City Adopts Comprehensive Fund Balance and Reserve Policy
Ordinance 7217, adopting a comprehensive fund balance and reserve policy, was discussed. This new policy expands beyond the 2021 general fund balance policy to include capital improvement funds, enterprise funds (water, sewer, golf course), and internal service funds. The policy aims to protect essential services during uncertainties like recessions or legislative changes, ensure long-term financial stability for infrastructure maintenance, and align with the city's strategic priority of financial stability. It defines fund balance versus reserves, establishes minimum reserves by fund type, provides guidance on using excess reserves (for capital projects, debt reduction, one-time investments, grant matches), and outlines a replenishment plan if reserves fall below minimums. The policy incorporates multi-year financial forecasting into decision-making and will be reviewed annually during the budget process. Spending reserves requires council action through a budget ordinance.
