Council Approves Funding for Culvert Repairs and Authorizes Grant Application for Railroad Crossing Study

Ordinance 2026-27E was presented for its second and third reading, which amends the 2026 appropriations to allow the Safety Service Director to solicit bids and award a contract for culvert repairs under Beakley Woods. The ordinance was not in the original budget as the failing condition of the culverts was discovered later. The contract will be competitively bid as it exceeds the direct award threshold in Ohio. Additionally, Ordinance 2026-28E, authorizing the Safety Service Director to apply for the U.S. Department of Transportation Rail Crossing Eliminations Grant, was read for the first and only time. This grant aims to study the feasibility of grade separation at the Sharon Road railroad crossing between Canal and Mosellar streets. The city will proceed with an 80/20 match for the application, as additional local match dollars do not provide extra points for the application. Resolution 2026-R4-E was also approved for its second and third reading, reaffirming the city of Sharonville 2030 comprehensive plan to align with OKI's scoring mechanism for maximum points.

County Commissioner Updates Sharonville on Partnership Opportunities and Grant Funding

County Commissioner Denise Dhouse provided an update on Hamilton County's partnership opportunities with the city of Sharonville. She highlighted various programs and funding avenues, including storm water management, fire hydrant maintenance, community revitalization grants, small events grants, joint purchasing of road salt, the new office of small business, scrap tire grants, illegal dumping reporting, disaster relief funding, and the office of addiction response which handles opioid settlement dollars. Dhouse noted that Sharonville has previously utilized $1.5 million from the county for revitalization grants, small event grants, solid waste district grants, and a significant contribution to the convention center expansion. She encouraged the city to partner with the county to leverage these resources, emphasizing the competitive nature of some grants and the importance of meeting criteria. She also mentioned the upcoming levy for children's services and the public hearings that will be held to gather community input.

Community Development Report Highlights Youth Engagement, Permitting Activity, and Code Enforcement

During the Community Development committee report, it was noted that economic development guides presented to Princeton High School human geos students about city planning and economic development. A new intern, Nina Brown, started on May 11th. The Board of Zoning Appeals and the Planning Commission met on May 13th. The building and permit department processed 46 new building, electric, and zoning permit applications through May 11th, generating nearly $26,000 in revenue. The top permit issuers included Scarlet Oaks (multiple), General Mills, and Shore Packaging. There were 187 new code enforcement cases, with 147 abated or closed and three pending in mayor's court. Sharonville Honors Seven Graduating High School Seniors for Academic Achievements

Mayor Hardman honored seven graduating seniors from Princeton High School who are residents of Sharonville. The recognized students and their post-graduation plans include JZ Ortiz Barcelos (UC for accounting, Army National Guard), Lucas Patterson (Ohio University for music education, salutatorian), Olivia Kenny (Ohio University for graphic design), Elizabeth Smith (College of Charleston for accounting, associate's degree earned), Payton Depal (Miami University for vocal music education, sang at Memorial Day ceremony), Cameron (Ohio State University for mechanical engineering), and Colin Shoper (University of Cincinnati for civil engineering).

The Auditor reported that as of April, 33% of the year has passed. Approximately 35% of the budget has been spent, which is slightly overspent due to an early May payroll falling into April and a $2.6 million transfer from the general fund to the capital fund. The Treasurer's report for April 30, 2026, indicates that income tax receipts are 6.95% higher than the first third of 2025, and motel tax receipts are up 19% over the same period. The city has collected 45.3% of its budgeted general fund revenue, 49.1% of street fund revenue, 43.9% of fire fund revenue, 33.9% of senior housing fund revenue, and 45.5% of convention center revenue. Regarding specific taxes, 44.2% of income tax and 35.7% of motel tax have been collected.
