Upcoming City Events Announced: Red, White, and Boom, Guns and Hoses, Dancing with the Stars
Mayor Pro Tem Bolgiano and Councilmember Romero announced upcoming city events. The Red, White, and Boom celebration on July 3rd will feature Mark Broussard and fireworks at 9 p.m. The Guns and Hoses tournament, hosted by Leadership Youngsville and the Chamber, will take place on May 30th, including a volleyball game between the PD and Fire Department; teams and sponsors are being sought. Dancing with the Stars is scheduled for July 18th, with dancers to be announced soon; sponsorships are also being sought for this event.
New Ordinance Establishes Procedures for Commercial Development Variances
Ordinance 511, 2026, was introduced and approved, amending the city's land use regulations (Chapter 130) to establish procedures for commercial development variances. The amendment aims to create a more uniform process, particularly for businesses next to residential properties, by requiring the requester to initiate dialogue with surrounding homeowners or property owners and report these conversations during the variance request. This change is based on feedback from recent cases, such as one on Church Street, and puts more onus on the requester to gather neighborhood feedback.
Multiple Road and Infrastructure Projects Update: Highway 89, La Riviera, Highway 92, and More
Updates were given on various road projects. Highway 89 Phase 1A is 90% complete, with final work on a concrete island pending street lighting installation by Entergy. Phase 1B is delayed due to Cox Communications relocating a line, with work expected to resume next week. Phase 2 plans are 60% complete, awaiting a cost estimate from Glen Lager for submission to the state. La Riviera Road is 60% complete, with drainage work delayed by recent heavy rains. Turn lanes along Highway 92 are progressing, with widening complete and milling/overlaying planned for evenings after Memorial Day. The left turn lane on School Street requires utility company clearance. Chemet Agriab will begin a project on Monday, and a striping project will be advertised in a few weeks. The city also submitted projects for the annual hazard mitigation plan and is exploring grants. The Anslum Regional Pond project has completed its environmental review (FONSI), allowing land acquisition to begin, with construction anticipated within a year.
Ordinance to Regulate Construction Nuisances Introduced, Discussion on Sunday Work
Ordinance 513, 2026, was introduced, amending Chapter 12 of the code of ordinances concerning nuisances related to construction or repair operations. The ordinance introduces fines and potentially restricts operations. Discussion included concerns about enforcement, particularly on weekends when code enforcement is not active, and the need for residents to know reporting procedures. Councilwoman Champagne raised concerns about noise and the potential for construction to occur seven days a week, suggesting a Sunday restriction. Ms. Dindy researched other communities with Sunday restrictions and advocated for consideration. Councilman Romero highlighted that the ordinance adds major holidays, increases fines, and limits hours. The council ultimately voted to introduce the ordinance, with further discussion and potential adjustments expected.
Sugar Mill Pond Phase 30 Preliminary Plat Approved with Conditions
The city council reviewed and approved the preliminary plat for Sugar Mill Pond Phase 30, located in Section 7T11S R5E. The approval included several conditions and comments from the ADRC, such as including adjacent property owner names and addresses, correcting utility niches, identifying gas line easements, providing addresses, and noting sidewalk requirements. Additional comments were received from Boardwalk Pipeline regarding their easement. The council also considered waivers for floodplain and stormwater management conditions, with the city's standards being more stringent. The minimum finished floor elevation was also addressed.
